
Pakistan’s Ministry of Economy has officially discontinued the import of used vehicles under the “personal baggage” scheme, impacting overseas Pakistanis residing in the UAE, GCC countries, and other regions. The decision follows amendments to the Import Policy Order 2022 through a newly issued Statutory Regulatory Order (SRO) 61 (I)/2006.
Key Policy Changes Explained
Under the revised regulations, overseas Pakistanis are now permitted to import vehicles only through the “Transfer of Residence” and “Gift” schemes. Vehicles brought in under these categories cannot be sold or transferred for one year from the date of importation. Additionally, cars imported under the Transfer of Residence scheme must originate from the same country where the overseas Pakistani is residing.
The government has also extended the allowable import time frame from 700 days to 850 days, providing greater flexibility to eligible applicants. Furthermore, all imported vehicles must now comply with minimum safety, environmental, and regulatory standards, aligning these imports with commercial used vehicle regulations as defined by the Ministry of Industries and Production and the Engineering Development Board.
Impact on Overseas Pakistanis
With a Pakistani diaspora exceeding nine million globally, including over 5.5 million in GCC countries, the policy change has significant implications. In the UAE alone, more than 1.7 million Pakistani nationals reside across Dubai and the Northern Emirates, many of whom previously relied on the personal baggage scheme to import vehicles.
Government Rationale and Market Context
The Federal Cabinet approved the Economic Coordination Committee’s recommendation in December 2025, allowing the import of used vehicles up to three years old exclusively under the Transfer of Residence and Gift schemes. This move comes amid ongoing pressure from local automakers, who have repeatedly advocated for tighter controls on used car imports.
Despite these restrictions, Pakistan’s auto market has shown resilience. Car sales rose by 46% in the first half of 2025, with over 13,200 units sold, reflecting sustained consumer demand and market recovery.
